The
Board of Directors, whose members are elected by the General Assembly,
will carry out the policies established by the General Assembly,
will promote Consortium activities, and will have authority to endorse
proposals submitted by members. The Board holds regular meetings
every six months, and whenever it is appropriate for the correct
operation of the Consortium, providing funds are available. It also
has the capacity to admit new members on a provisional basis.
The
Board of Directors shall consist of nine to thirteen members; one
third of the members from industry and two thirds from educational
institutions. The General Assembly elects the members of the Board
for a period of three years. Members from educational institutions
shall be drawn from all geographical areas involved with ISTEC as
determined by the General Assembly.

Dr. Mauro Miskulin
Retired Professor from State University of Campinas - UNICAMP, Brazil. BS: Electrical Engineering - UNICAMP; MSc: Electrical Engineering - UNICAMP; PhD: Cranfield Institute of Technology – England; Pos-Doc: University of New Mexico – USA. Coordinator of postgraduate program in Electrical Engineering, Associate Director of the School of Electrical Engineering, Director of the School of Electrical Engineering, Financial Director of the Development Foundation of UNICAMP – FUNCAMP, President of the Executive Committee of the Ibero-American Science and Technology Consortium – ISTEC (1996/2000), President and Chairman of the Board of Directors of ISTEC, Inc. (2001/May 2007), President of ISTEC, Inc (June 2007).
Martina Trucco
Martina is the University Relations Manager for Latin America at Hewlett Packard Company, working closely with Lueny Morell, Director of University Relations Latin America. Martina is responsible for developing HP’s University Technology programs in the Latin America region, and manages University Relations Philanthropy activities for Latin America. In tandem with the Director, she works to develop and strengthen HP’s ties to a select number of institutions in Latin America. Current coverage countries include: Argentina, Brazil, Chile, Mexico, Puerto Rico and Uruguay.
Dr. Wilfrido Moreno
Dr. Wilfrido A. Moreno is an Associate Professor in the Department of Electrical Engineering at the University of South Florida and director for the Ibero American Science and Technology Educational Consortium at USF, (USF-ISTEC). In the area of research, Dr. Moreno is a founding member of the formerly Center for Microelectronics Research, (CMR), presently the Nanomaterials & Nanomanufacturing Research Center (NNRC) where he serves as the supervisor for the System Integration and Laser Processing Laboratory. Dr. Moreno’s current research interest is oriented towards system integration by providing “off-the-shelf” hardware/software solutions to industrial application in the areas of Digital Signal Processing, Communications, Industrial Controls, Microelectronics, Biomedical Engineering and Multimedia Solutions including Voice and Video over IP applied to Distance Learning Solutions.
Dr. Roberto Murphy – Chairman of the Board
Roberto Murphy studied Physics at St. John’s University, Minnesota, and got his M.Sc. and Ph.D. degrees from the National Institute for Research on Astrophysics, Optics and Electronics (INAOE), inTonantzintla, Puebla, México.. In 1994-1995 he was a visiting researcher at the Interuniversitary Microelectronics Center (IMEC) in Heverlee, Belgium. He is currently a senior researcher with the Microelectronics Laboratory, and the Academic Dean of the INAOE. Dr. Murphy’s research interests are the physics, modeling and characterization of the MOS Transistor and passive components for high frequency applications, especially for CMOS wireless circuits, and antenna design. Dr. Murphy is a Senior Member of IEEE, a member of ISTEC’s Board of Directors, he is the Treasurer for the Mexican Council of Graduate Studies (COMEPO), is a member of the Mexican Academy of Sciences and belongs to the Mexican National System of Researchers.
Dr. Paulo Franco
Vice-Rectorate of Administration and Finance- PROAF - Period: 2005 to present time, Pontificia Universidade Catolica do Rio Grande do Sul - PUCRS, Porto Alegre, RS, Brazil. Doctor’s Degree in Electrical Engineering in 1993 at the University of New Mexico, USA, with concentration area: Digital Signal Processing.
Dr. Franco also belongs to the following prestigious scientific societies: Institute of Electrical an Electronics Engineers, IEEE, Signal Processing Society e Image Processing Society, Sociedade Brasileira de Telecomunicações - SBrT, Associação Brasileira de Ensino de Engenharia - ABENGE, Sociedade Brasileira para O Progresso da Ciência - SBPC, Conselho Regional de Engenharia - CREA.
Yanire Rodriguez
Graduated as a Computer Engineer in the University of London, England with a post graduate in Marketing from the Universidad Catolica, Venezuela. Held different positions at IBM Venezuela during a period 8 years.
Has work for Sun Microsystems for the last 10 years, 6 of those as a Regional Director for Education and Research, Latinoamerica region.
Has being part of ISTEC Board of Director for the last 3 years and would like to be part of it again, since I think it is the best way to close the digital divide in our region.
