The XIII ISTEC General Assembly took place on December 1-5, 2003, in the city of Santa Cruz, Bolivia and was hosted by the Universidad de Aquino.  The event included an ISTEC/Motorola "IT Challenge", a series of workshops and courses, and the GA.
