The objective of this workshop, sponsored by the Universidad de
los Andes in Merida Venezuela, was to identify and establish individual
and institutional relationships that can contribute to the development

"Technologies
in Education", Bogotá - Colombia
The University Jorge Tadeo Lozano of Bogotá held a workshop
to analyze the challenges that education faces regarding the use
of new technologies. ISTEC made a presentation and offered its experience
as a role model to offer solutions for problems such as the deficiencies
of the educational systems in the region through associative mechanisms
between universities and the private sector. This event took place
on August 28 and included the participation of representatives from
Sun Microsystems, Microsoft, ALCATEL, Copex Ltda, and IBM.
I Course for the Training of Project Directors for Electronic
Thesis and Dissertations ETD -Net -Cartagena - Colombia The
I Training Course for Electronic Thesis and Dissertations ETD-Net
that will take place in Cartagena de Indias, Colombia, from August
30 to September 1, 2000. The course was organized by UNESCO, the
VII CYTED, Universidad de los Andes and ISTEC, whose Library Linkages
Initiative seeks to promote easy access to scientific information
in the region, especially to thesis and dissertations of master's
and doctoral candidates.
Digital Image Processing and Graphics, Lima - Peru
Professors Ed Angel and Ramiro Jordan from the University of New
Mexico delivered a 40-hour graduate course at the Pontificia Universidad
Catolica del Peru (PUCP). This course is one of a series under a
joint PhD program managed by the Universidad Politecnica de Madrid
(UPM) and PUCP. The course consisted on theory and practice in Digital
Image Processing, Computer Graphics and Scientific Visualization.
The course was held at PUCP July 31 to August 5.
CLEI
- Mexico City, Mexico During the XXVI Conferencia Latinoamericana
de Informatica, September 18-22, in Mexico City, hosted by TEC de
Monterrey - Campus Estado de mexico, Centro Latinoamericano de Estudios
en Informatica (CLEI) and ISTEC reached a strategic alliance. The
agreement will be presented, discussed and voted for its approval
by ISTEC members at the X ISTEC General Assembly. The agreement
facilitates the exchange of knowledge, joint conferences and workshops,
on-line publications, public relations, funding of projects, cross
memberships, and R&D efforts in the areas of Computer Science,
Computer and Electrical Engineering.

Jornada de Tecnología "Diseño e Implantación
de Estrategias de Negocios en el Gran Mercado Virtual" - Carabobo,
Venezuela On October 4 - 6 in Valencia, Carabobo - Venezuela,
Professor Willie Moreno from USF gave a presentation on ISTEC latest
achievements. The purpose of this workshop analyzes the challenges
of the Information Technologies in Latin America.
Global
Disaster Information Network - Honolulu, USA
Professor Willie Moreno from the University of South Florida (USF)
participated on behalf ISTEC in the Latin America Forum within the
Global Disaster Information Network (GDIN) in Honolulu, on October
9-11. This forum was organized with the Support of NASA, the Center
for Disaster Management and Humanitarian Assistance (CDMHA) at the
College of Public Health at USF. Professor Moreno presented "The
Potential Use of the Existing Latin & Ibero America ISTEC Network
for Disaster Events".
EduCause
- Nashville, USA Sun Microsystems invited ISTEC to present its
model to EduCause on October 10 -13. EduCause is the largest fair
in the world that integrates all the companies that work in the
development of new technologies to improve higher education. As
a result of this participation, ISTEC has reached and ambitious
strategic alliance with Sun Microsystems that will provide ISTEC
academic members the opportunity to access to Sun new developments
in networking, system administration, and software, incubating program,
equipment purchases, certification and curriculum enhance, e-services
and support for ISTEC Information Technologies workshops.
Actualización
Permanente Tecnológica por Operación Virtual (APTO)
- Guadalajara, Mexico Under the Advance and Continuing Education
initiative, the ISTEC Executive Office inaugurated on October 26,
a series of courses denominated Actualización Permanente
Tecnológica por Operación Virtual (APTO) . This courses
will be develop by the Technical Vocational Institute, ISTEC, and
el Centro Universitario de la Costa del Sur (CUCSUR) de la Universidad
de Guadalajara. These seminars consist of monthly classes transmitted
from the industrial or university site and received in the classrooms
of Universidad de Guadalajara - CUCSUR. The theme will be state-of-the-art
technologies and their applications. This participation will be
negotiated on an individual basis with the different agents involved.
The
Schargel Consulting Group- Albuquerque, USA The ISTEC Executive
Office met with Dr. Franklin P. Schargel to identify collaboration
efforts to bring Quality Control in the Education processes. As
a result of this meeting, ISTEC with Dr. Schargel will develop an
Action Plan for the next two years.

Training Course of Directors of Project Electronic Thesis and Dissertations
ETD-Net - Montevideo, Uruguay, UNESCO Montevideo and the Asociación
de Universidades Grupo Montevideo (AUGM), with the sponsor of ISTEC
and CYTED will organize the II Training Course of Directors of Project
Electronic Thesis and Dissertations ETD-Net to be held in Montevideo,
December 7-9. The main goal of this initiative is to create a group
of specialists responsible of the dissemination and management of
electronic dissertations and thesis for masters and PhD students.
Conference
on the "Universalization of Access to Information for Educators
in Latin America and the Caribbean" / Center of Regional Cooperation
for the Education of Adults in Latin America and the Caribbean (CREFAL)
This conference, to be held at the CREFAL headquarters in Pátzcuaro,
Michoacán, México, will take place on October 9-11,
2000. The purpose is to contribute to the enhancement of the quality
of education of youths and adults in the region, and facilitate
access to pertinent information for the educators that will be responsible
for these educational programs.

ISTEC sponsored digital libraries event. Topics included
a 4 hour workshop on "Decision making and leadership for developing
digital libraries" ("Toma de decision y liderazgo para
el desarollo de la biblioteca digital"), the Open Archives
initiative, and the development of electronic theses and dissertations.
Alliance
Meeting - Albuquerque, USA Personnel from ISTEC Executive Office
participated in the Alliance bimonthly meeting. The Alliance is
a non-profit organization grouping libraries of different academic
and scientific centers. The vision is to move from a buyers club
to an innovators club, that is, actively participating in the design
of future scientific publications and knowledge sharing and management.
ISTEC is a member of the Alliance. The meeting was held at the University
of New Mexico August 18.
InfoEdu
2000 - San Luis de Potosi, Mexico Personnel from the ISTEC Executive
Office, Johann van Reenen and Ramiro Jordan, participated at the
"Informacion y Educacion: Agentes para el Desarrollo de la
Humanidad" that took place in San Luis de Potosi, Mexico, September
13-15. In this event the ISTEC Digital Library Linkages and ACE
Initiatives were presented as well as a talk on Science and Technology
Trends and Needs in the region.
Common
Market of Knowledge Project, Organization of American States - Washington
DC, USA ISTEC Director/Coordinator Library Linkages initiative,
Johann Van Reenen, participated in the "Common Market of Knowledge
Project" meeting sponsored by Inter-American Agency for Cooperation
And Development (IACD), an specialized institution from the Organization
of American States'. In this occasion, the National Librarians from
Peru, Brazil and Chile were present, as well as the Latin American
Reading Room Librarian from the US Library of Congress. This project
aims to facilitate the integration process in the region through
a project of exchange of information in which National Libraries
will play an important role.
First
Seminar - Workshop of the Network of Mexican Digital Libraries (REBIDIMEX)-
Colima, México The REBIDIMEX-ISTEC digital libraries
workshop, that will be held during the INTERFACES event at Universidad
de Colima from November 19-21 has the main objective of creating
awareness among a select group of politicians and administrators
that make important decisions regarding the importance of a cooperative
program to create, develop, and maintain digital libraries. The
objectives of this seminar-workshop are to propitiate a space to
exchange experiences, encourage the development of digital collections
and electronic publications, present a new global landscape of general
processes associated with the creation of a digital library, establish
working alliances in the short term, and train participating personnel
in this initiative.
Master
in Library Science - University of South Florida (USF)- Tampa, USA
The Director/Coordinator of Library Linkages, Johann van Reenen
met with the School of Library & Information Science (SLIS)
at the University of South Florida (USF) on October 26 to begin
negotiations to provide a web-based distance education Masters in
Library Science for Latin American students. In addition, Professor
van Reenen discussed USF Library potential support for Digital Library
Linkages document delivery.

Synopsys
- Portland, USA ISTEC Executive Office personnel, Howard Pollard
and Jorge Garcia, with Synopsis reached a new agreement, August 23-25,
for the distribution of software licenses of their products to ISTEC
members. This agreement includes the distribution of Electronic Design
Automation software (EDA) necessary for ISTEC members to work the
M*CORE technology provided by Motorola. Through the ISTEC-Synopsys
partnership, ISTEC will continue coordinating the application process
and providing technical support, while Synopsys will manage the license
distribution. For ISTEC academic members to have access to these set
of tools, are required to fill the application forms sent by the ISTEC
Executive Office in various occasions. The licenses are valid for
a year and renewable. Each ISTEC academic member can access 25 licenses.
MentorGraphics
- Palo Alto, USA As it was posted at the ISTEC Quarterly message,
Mentor Graphics absorbed Veribest earlier this year. Because of
this merge, ISTEC had to redefine its working relationship with
Mentor Graphics to continue providing ISTEC members with the Veribest
and Mentor Graphics licenses. In the latest communiqué that
Mentor Graphics sent to the Executive Office, it announced that
they would continue to provide ISTEC member with Veribest tools.
For now, Mentor Graphics will renew and/or deliver the Veribest
tools, and it will provide a full package to include the Mentor
Graphics devices as well. Please be aware that the students utilizing
this technology will require an agreement of confidentiality. The
Executive Office will send the necessary forms.
ICIP
2000 - Vancouver, Canada As a result of the research performed
by Vinicius Licks for his EECE MS Thesis at UNM, a paper was presented
at the International Conference in Image Processing. Vinicius Licks
got his BS at the Pontificia Universidade de Rio Grande do Sul in
Brazil, and came to the University of New Mexico Electrical and
Computer Engineering Department under the new scholarship program
launched by the Chair of the EECE Department Christos Christodoulou
in the IX ISTEC General Assembly meeting.

Simposium Internacional en Tecnologias Inteligentes - Apizaco, Mexico
Professor Howard Pollard delivered a short course on Microcontroller
Technologies and Applications at the Instituto Tecnologico de Apizaco,
October 23-24, during the "II Simposium Internacional en Tecnologias
Inteligentes." In addition, the ISTEC Executive Director gave
a keynote talk in Science and Technology Reality Check in Latin
America, and was designated Honorary Chairman of the Symposium.
Concapan
XX - Course of Microcontrollers - San Salvador, El Salvador
Professor Howard Pollard from ISTEC Executive Office will teach
course of micro controllers using two Motorola micro controller/microprocessor
in the Concapan XX to be held on November 21, 2000. The course aims
to examine and understand what types of things can be accomplished
with these processors. The course will examine the processors and
identify the fundamental concepts that do not change as technology
advances, and also identify the characteristics that are different
in the newer technologies.
Motorola
M*CORE Personnel visit to ISTEC Executive Office - Albuquerque,
USA Motorola personnel will visit the ISTEC Executive Office
November 13-16 to setup the necessary infrastructure for the dissemination
of the M*CORE technology to ISTEC academic members. The announcement
will be presented at the X ISTEC General Assembly meeting. Once
the methodology has been tested and debugged, a similar procedure
will be followed to disseminate the DSP technology already licensed
to ISTEC.

Brazilian Conference on Neural Networks, Rio de Janeiro, Brazil
This event will take place at the convention center of Hotel Plaza
Copacabana in Rio de Janeiro, Brazil, on April 2-5, 2001. The National
Council on Neural Networks and the IEEE Council on Neural Networks
are the organizers of this event. The V CBRN will consist of workshops
in the application of neural networks to the energy financial markets,
and in conferences and presentation of technical articles and expositions
on products and services.
Electronics
and Telecommunication Research & Development Symposium, Colombia,
November 1999 ISTEC, the Colombian Association of Engineers,
and COLCIENCIAS-Colombia sponsored this event in Bogota to analyze
R&D shortcomings such as financing, policies, and partnerships
(academia-industry-government) in science and technology in Colombia.
Meeting
with CONACyT-Mexico Directors and Microsoft representatives Puerto
Vallarta, Mexico, March 2000
On this occasion, the regional directors of the CONACyT research
centers in Mexico and ISTEC participated in a series of discussions
to explore joint ventures including Digital Libraries, Internet
2, and projects with various ISTEC members in that country. Dr.
Ramiro Jordan invited CONACyT Directors to participate in several
ISTEC initiatives, and review alternatives for financing projects
through joint endeavors with other collaborators.
Conference
of the Institute of Electrical and Electronics Engineers (IEEE)
and Motorola DSP licensing, Cancun, Mexico, March 2000 This
was the third in a series of biannual international conferences
intended to provide a forum for exchanging recent information, knowledge
and experience, and for establishing personal professional contacts.
The conference covered several fields of Electronics Engineering
from basic scientific theory to industrial applications dealing
with research, development, design, technology and applications
of electron devices, the theory, analysis, design, and practical
implementation of circuits, and the application to systems and to
signal processing. The program had an interdisciplinary character
and included an ISTEC presentation.
NSF-Argentina
and NSF-Chile workshops, Santiago - Buenos Aires, May 2000 The
US government through NSF is in the process of creating a network
for Education, R&D, among universities and industry in Chile
and Argentina. These are similar projects to the ones established
with Brazil and Mexico. There is a report where it clearly states
that for the US to maintain its competitiveness it needs to establish
strategic international networks among academia, industry and government
agencies. ISTEC participated in these events, the ISTEC model was
clearly a working one and with delivered results. Because of our
presentation, several US universities have shown interest in joining
ISTEC. These universities are part of the proposal submitted to
the Motorola Foundation. This proposal was designed for Motorola
to pioneer in the creation of an IT infrastructure for the region.
First
Annual Research and Development Summit (AIRDS), Albuquerque, New
Mexico, October 2000 The AIRDS will take place on October 16-19,
2000. AIRDS will create and expand opportunities for technological
research, development, and application (R&D&A) for the Iberoamerican
region. The emphasis of this event will be on project partnering
and technology transfer among academic institutions centers of excellence,
US federal laboratories, industrial institutions, and government
agencies. The long-term mission of this summit is to create and
sustain partnerships and alliances among participants from the Iberoamerican
region, address science and technology needs, and pursue innovative
and collaborative ventures.
R&D
Andean Summit in Bolivia, March 2001 ISTEC will host another
IT Summit for the Andean region and Mercosur in Latin America to
Identify a collaboration mechanism to encourage investment in science
and technology in the information technology field emphasizing the
creation of a human, legal and physical infrastructure that will
promote this area's development. The summit will carry forward the
Florianopolis S&T Plan for the region presented at the ECOSOC
meeting. These events bring together academia, private a public
sectors, as well as international organizations.
R&D
Mercosur Summit in Rio de Janeiro, July 2001 ISTEC will host
a second IT Summit for Ibero- America to Identify a collaboration
mechanism to encourage investment in science and technology in the
information technology field emphasizing the creation of a human,
legal and physical infrastructure that will promote this area's
development. This will follow the Florianopolis S&T Plan presented
at the ECOSOC meeting.
The
CHI 2001 Conference on Human Factors in Computing Systems, Seattle
Washington, March 31- April 5 2001.
The CHI 2001 Conference On Human Factors in Computing Systems. Much
Work is needed to promote research and development in countries,
which do not have well-established academic and industrial communities
in the area of Computer-Human Interaction (CHI). Some of the outcomes
of the conference were:
- raise
the awareness of the CHI community about the characteristics and
the importance of the large user communities in Latin America,
- increase
the participation of researchers from Latin America in defining
future directions for HCI research,
- provide
a forum for the discussion of recent developments and findings
at research centers throughout Latin America,
- foster
communication and collaboration among researchers from countries
in Latin America.
Los
Libertadores
The
"Los Libertadores Brainstorming meeting" Albuquerque , NM
USA.
This event was held at the University of New Mexico on May 10, during
the week of the AIRDS Summit. It was another successful move towards
the creation of the ICT Gateway/Portal for Iberoamerica, with the
participation of representatives from Universities, Governmental organizations
and Industry from the Region. Click

ICEE
- Taipei, Taiwan ICEE 2000 is the International Conference on
Engineering Education. It was held in Taipei, Taiwan on August 14-16,
2000. Related workshops were carried out at Cheng Kung University
in Tainan, Taiwan. Members of the Executive Office and USB submitted
a paper about the Portal Project of ISTEC, which was accepted and
presented at the conference. During the International Conference
in Engineering Education, a special steering committee meeting took
place to analyze the existing format and propose a more dynamic
and interactive participation of attendees. NSF organized this meeting
and the purpose was the creation of industry-academic networks throughout
the world. The ISTEC model was presented and from it we began identifying
institutions in Asia (Taiwan, China, Korea, Singapore, Malaysia)
and in Eastern European (Poland, Hungary, Check Rep., Rumania).
Separate meetings were held with these groups to explore the possibility
of replicating the ISTEC model in other parts of the world. In summary,
the contacts have been made, the projects explained and all agreed
to replicate the ISTEC model.
First
Digital Culture Course, Cartagena - Colombia ISTEC and the Spanish
Agency for International Cooperation (AECI), along with the Ibero-American
Science and Technology Program for Development (CYTED) organized
the First Digital Culture Course, in Cartagena, Colombia from August
29 to September 1. The main objective of this course was to transfer
knowledge, information, documentation, and accumulated experiences
from elite groups to all those who will participate in the week's
program.
Prince
of Asturias IT Endowed Chair at University of New Mexico - Albuquerque,
USA ISTEC Executive Office participated in a ceremony held
at UNM, October 21, where the Crown Prince of Spain, Felipe de Borbón,
Prince of Asturias announced the establishment of a new endowed
chair in information science and technology. The Prince of Asturias
Endowed Chair is being funded by US$ 1.5 million from Iberdrola.
Minister
of Science and Technology, Anna Birulés, meets with ISTEC
- Santa Fe, USA On October 23, ISTEC Executive Director met
Anna Birulés, Minister of Science and Technology of Spain.
The purpose of this encounter was to establish a strategic alliances
between private and public sector, to facilitate international cooperation
on science and technology, promote the exchange ideas, organize
workshops, sharing of policies, information, and carry out joint
projects on research and development.
ICEE/iNNER
Steering Committee Meeting - Norway ISTEC Executive Director
participated in the ICEE/iNEER steering committee meetings, October
1-4, to organize ICEE-2001 conference in Oslo, Norway, in August
2001. At this opportunity the idea of organizing similar consortiums
in Asia and Central Europe was further explored. Agreements were
reached to have an organizing meeting in Korea in March 20001 for
the Asia network, and a second meeting in Poland or Czech Republic
in May 2001 for the Central European network. ISTEC will collaborate
in the creation of both networks.
Designing
for the Human Experience: The Evolution of the Internet and Society
- Boston, USA ISTEC Executive Director participated in the workshop
organized by Nortel Networks, October 16-18, to brainstorm on the
future of the Internet. Participants came from all over the world
and from different sectors; academia, industry, NGOs, and others.
Discussions were held around three topic areas as they relate to
societal implications, the human experience and technology: Fidelity,
Ubiquity, and Simplicity.
Primer
Taller Latinoamericano y del Caribe sobre Tecnologías de
la Informacion y Comunicación (LACTIC-2000) - Isla de Margarita,
Venezuela ISTEC has been invited to participate in the Primer
Taller Latinoamericano y del Caribe sobre Tecnologías de
la Informacion y Comunicacion (LACTIC-2000), November 9-11. A recent
note received indicates that the event has been moved to November
27-28. This event has been organized as a result of the commitments
agreed by Latin American countries during the ECOSOC sponsored meetings
in Florianopolis and New York in which ISTEC participated. The topics
to be addressed are Education, Health, Production, and Trade, under
the framework of the Information Society.
Segundo
Congreso Internacional de Tecnología y Politica de Investigación
Científica - Cuernavaca, Mexico Motorola and ISTEC organize
the "Segundo Congreso Internacional de Tecnología y
Politica de Investigación Científica" that will
be held at Hacienda Cortez, Cuernavaca on November 28-29. This event
aims to promote the technological advancement in Mexico, create
a forum for the analysis of the science and technology for the society,
and to promote the investment in technology in the entire sectors
of the economy.
EuroLat-IS
- Santiago, Chile ISTEC will participate in the Third EUROLAT-IS
Thematic Workshop to be held in Santiago de Chile, on December 11-13.
EUROLAT-IS is a thematic network supported by the European Commission
and the Universidad Politécnica de Madrid. Its main objective
is to stimulate Euro-Latin American collaboration in areas of application
of Information Society Technologies, boosting a wide number of concrete
actions undertaken by consortia of European and Latin American companies,
universities and other institutions, in areas of importance for
the social and economic development in Latin America. The Third
EUROLAT-IS Thematic Workshop is devoted to "Information Society
Technologies in Education and Trainig", action line defined
as a research and development priority in the IST 2000 Workprogramme.

Ingeniería, Universidad de Chile, Beauchef 850, Santiago

ECOSOC-Latin-America
Forum on IT for Development, Florianopolis, Brazil, June 2000
ISTEC presented to all the government delegations of the region.
The purpose of the meeting was to identify and develop a regional
plan on science and technology for the region. This plan was later
presented at the United Nations ECOSOC summit. The only region in
the world with a clear action plan was Latin America. ISTEC actively
participated in the development of this plan. This plan is the framework
for the next 4 years.
Participation
in the United Nations' ECOSOC, New York, June 2000 The United
Nations' Economic and Social Council (ECOSOC) incorporated the area
of Science and Technology as a priority criterion for sustainable
growth and development. ISTEC participated in order to share its
experience and collaborate in shaping a strategy that can be exported
to other regions of the globe. Organizations that participated at
this event aside from all governments, were industry such as Nokia,
Nortel Networks, Sun Microsystems, Compaq, Dell, and Motorola, as
well as organizations like the World Bank, Inter-American Development
Bank (IADB), and others. The overall agreement is that IT is the
driving force for development. Also, the Inter-American Development
Bank made a public commitment to support the Florianopolis Plan.
ECOSOC-Latin-America

ISTEC presented to all the government delegations of the region.
The purpose of the meeting was to identify and develop a regional
plan on science and technology for the region. This plan was later
presented at the United Nations ECOSOC summit. The only region in
the world with a clear action plan was Latin America. ISTEC actively
participated in the development of this plan. This plan is the framework
for the next 4 years.

with the Organization of American States (OAS), June 2000 Ramiro
Jordán met with Cesar Gaviria, Secretary General of the OAS,
and Ronald Scheman, Executive Director for the Agency for Interamerican
Cooperation and Development to strengthen existing alliances and
to plan future joint endeavors, such as the coordination of several
IT hemispheric summits. Additionally, the OAS has supported projects
such as the development of the distributed database, the Science
and Technology Portal for Iberoamerica (STEP), and the coordination
of various international workshops in the areas of digital libraries
and research and development.

Foro Bolívar for the Latin American Enterprise, Santiago
de Compostela, Spain, July 2000 On July 11-13 ISTEC participated
in the annual Foro Bolivar organized by the Interamerican Development
Bank to offer business opportunities to small and medium enterprises
in Latin America. This forum also provided researchers and professors
an opportunity to present their projects and receive eventual support
from participating entities. Meetings with the US Embassy personnel
to inform them of ISTEC activities with Spain and Latin-America.
Meeting with Telefonica officials to invite them to join ISTEC and
explore the possibility of Telefonica to provide a backbone to ISTEC
institutions, this falls under the Los Libertadores Initiative.
