On behalf of all of us who have worked on the ISTEC Library Linkages
Program beginning in April 1994, I want to thank you for your continued
support and the privilege of working with such a dynamic organization and
program.

From UNM, we have delivered 1,478 articles during the 12 month period
of October 1996 to September 1997. For these 1,478 requests, we actually
sent 15,588 single pages using Ariel and the network. This number is a
larger number then the 1,341 requests sent over the previous 30 months
From April 1994, when the project began with UNICAMP, to September
1996.
These 1,478 documents represent a minimum of $30,000 worth of
information sent from UNM to: UNLP, Argentina

The $30,000 value does not take into consideration the fact that we are
now delivering most requests on the same day or within three days. We also
have no restrictions on number of pages in a request.
These figures are only what UNM has delivered. Brasil-LigDoc, under the
direction of Bel Santoro of UNICAMP,- has a very active program of
delivering articles among all five sites within Brasil and also to
Argentina. Bel will be reporting those numbers. We expect to see much more
sharing of information among all members and between more countries.

On the Home Page, there are pointers to articles about the project. One
article is from 1995 and is titled "Building an Information infrastructure
With Latin America: the ISTEC Library Linkages Programs". This paper was
given at an internet conference in Lima, Perú, and is in English. A
1996
article in Spanish that appeared in Diálogo and published from the
Universidad de Granada, Spain, you can also find on our Home Page. There
is a pointer to the MercoSul Conference that was held at UNICAMP, Brasil,
on October 7,8, and 9, 1997. We have pages which list all Digital Library Linkages sites
and their coordinators. This information will give you a good background
on where the project has come from and its most current status.

Linkages in January 1997, after Tony Fortes left the project. Juan Rojas
is the daily supervisor of the project, sends out the SALALM messages,
compiles statistics, and works closely with me on all aspects of the
project. Rebeka Sánchez joined the project in August, 1997,
assisting Juan Rojas in the collecting, scanning, and sending of requests.
Juan Rojas and Rebekah Sánchez are the people who have responded
to the 1,478 requests received at UNM.
The ISTEC Library Linkages Project does receive some assistance on an
as needed basis from the ISTEC UNM Executive Office and UNM Latin American
Institute. Our primary help in this area comes from Juan Fidel
Larrañaga in his role as the UNM ISTEC Systems person. Juan Fidel
Larrañaga updates our home page, purchases and installs equipment
and software. With this year's expansion, Juan Fidel Larrañaga's
help in getting more equipment and creating new web pages for us is very
much appreciated.
THE PEOPLE WORKING WITH LIBRARY LINKAGES
The people who work on the Library Linkages Programs are the ones who
deserve all the credit for its success. Throughout ISTEC member
universities, we have librarians, staff, students and ISTEC
representatives dedicating time to serve ISTEC and their universities.
From our home page there is a
pointer to all of the coordinators of Digital Library Linkages sites both active sites and
pilot sites. In total, Library Linkages has from 50 to 75 people working
in some capacity on the project at all of the following ISTEC
universities:

Recently at the MercoSul ISTEC Digital Library Linkages Workshop held at UNICAMP in
Campinas, Brasil, many of us got to meet all of the UNICAMP people who
work with Library Linkages. Bel Santoro and her staff organized an
excellent conference which was very productive for the 9 active Digital Library Linkages
members which attended. Bel Santoro has taken on Digital Library Linkages responsibilities
within Brasil as Director of Ligdoc and provides Digital Library Linkages training and
compiles statistics for the project in Brasil.
Marco Galdos of PUC, Perú, has also taken on more responsibilities for
Library Linkages and will be doing training in Bolivia in January 1998.
In addition to being Director of Library Linkages Program for ISTEC, I
am also the UNM-Digital Library Linkages coordinator. At UNM, I now have two student
assistants working on the project. Juan Routon Rojas joined Library

FUNDING FOR LIBRARY LINKAGES When Library Linkages was initiated
at UNICAMP, Campinas, Sao Paulo, Brasil in April 1994, Bob Bloedon of
Nortel was visiting UNICAMP and immediately showed an interest in the
Library Linkages Project. He clearly understood the impact the project
could have on Latin American U. universities if the project were
successful. In September of 1994, Nortel funded the Library Linkages
Project $15,000. The Nortel money funded the project through its pilot
stage, first phase, and into its second phase. The money has been used to
buy equipment, as matching funds for the Ariel software, and other needs
of the project. All of us who work on the ISTEC Library Linkages Project
owe a great debt to Nortel for believing in our vision and help making it
a reality. Mil Gracias, Muito Obrigado, and Many Thanks! Library
Solutions Press also believed in us and gave me 125 copies of their first
edition of Crossing the Internet Threshold: an Instructional Handbook.
This book became an important aspect of my training and copies have been
distributed to over 20 universities in Latin America and Spain. During
1997, we used the last of the Nortel money and $12,000 that was
allocated by the ISTEC Board of Directors. These monies were used to
add a second Ariel station at UNM due to the increase in requests and to
begin fully funding the two students that work on the project. Then
this summer, due to the efforts of Marisa de Giusti of UNLP, Argentina,
and working with UNLP administrators who like Nortel understood the vision
and impact of Library Linkages, a special Convenio was signed between UNLP
and UNM to provide Library Linkages $15,000 for 1997/98 for a higher level
and priority of service to UNLP.
With this support, Library Linkages is now generating its own funding
and receives no funding from the UNM Executive Office. The cost of the
project
is now covered by the following groups: UNM General Library--Space for
the Project and Harry LLull's work on the project. U.S.
Government--Our two student assistants are under a special government
program which pays 75% of their salaries: Juan Rojas and Rebekah
Sánchez.
ISTEC Executive Board--1997 allocation from dues of $12,000
UNLP-UNM Convenio--1997/98 allocation of $15,000
Some administrative and web master support does come from the ISTEC UNM
Executive Office and Latin American & Iberian Institute in the form of
budgetary
accounting, equipment and software installation, and maintaining the ISTEC
Library Linkages Home Pages
I stated that the value of the information UNM sent over the
last year to other ISTEC members was $30,000. This is based on the fact
that through an information broker, one would pay a minimum $20 per
request with surcharges for more then 10 pages a request. Because our
project is only delivering to other universities, we follow the copyright
rules for non-profit research organizations which allow us to send a
certain number of articles by title with no copyright fee. In addition,
ISTEC Library Linkages is now delivering same day to within 3 days, and
most information brokers do not do that for international customers.
Therefore, the Library Linkages Project since April 1994 has delivered
approximately $58,000 worth of information to other ISTEC members just
from UNM. This figure will be much higher when we calculate the amount of
documents being delivered among the Brazilian LigDoc sites, including 1.
UNLP, Argentina. The economic impact is very real. Bel Santoro of UNICAMP
reported at the MercoSul Conference, that UNM-Digital Library Linkages has become her major
international supplier replacing the British Lending Library which acts as
an international information broker. Bel Santoro also reported that the 5
ISTEC-Ligdoc sites are becoming one of the major suppliers to each other
within Brasil. Finally, the Universidade Federal de Santa Catarina
reported at the MercoSul Conference that they received one request within
20 minutes of sending the request to UNM-Digital Library Linkages. Now that ISTEC Library
Linkages is self-supporting through these grants from Nortel, ISTEC
Board of Directors, UNLP-Argentina and other sources, the future and any
growth in the project will have to come through the continued support of
these groups.
HOW ISTEC Board of Directors ALLOCATION WAS USED
Equipment: Library Linkages UNM expanded to a second Ariel station
with a scanner and the newest version of Ariel. The old scanner also had
to be fixed. A copy of the Ariel software was purchased for Costa Rica.
Student Workers: Library Linkages began paying for its own student
workers. Because so many of our sites are in the southern hemisphere, we
needed a full-time student throughout the US summer. During the fall and
spring we have two part-time students.
Memberships: ISTEC and Library Linkages became a sponsoring, consortium
member of SALALM, Seminar on the Acquisitions of Latin American Library
Materials. All ISTEC Library Linkages sites receive regular electronic
communications from SALALM. Becoming a member of SALALM makes ISTEC more
visible and will help in obtaining grants for Library Linkages.
Supplies: ISTEC Library Linkages is now paying for all of its supplies
which previously were covered by ISTEC and the UNM General Library.
Travel: ISTEC Library Linkages now pays for travel to the ISTEC General
Assembly, to conferences when ISTEC Library Linkages presentations are
being given, and for Library Linkages training when necessary.
BUDGET REQUEST TO THE ISTEC Board of Directors FOR
LIBRARY LINKAGES 1998
STUDENT WORKERS: $18,000 $4,500 If we continue to have
workstudy students, the cost will be $3,000 for the year. If we do not,
and UNM right now is overspent on workstudy allocation, it will cost
$12,000.
COPY CENTER SERVICES: 500 500
This cost use to be covered by the UNM General Library. At times, we have
to photocopy articles before we scan and send instead of scanning directly
from the book or volume.
SUPPLIES: 500 500 This cost use to be covered by the UNM
General Library. This money goes for office supplies.
EQUIPMENT: 5,000 5,000 Because of the increasing interest in
borrowing materials from the UNM Health Sciences Center Library, we need
to set up an Ariel workstation in that library.
MEMBERSHIPS: 1,000 1,000
SALALM (Seminar on the Acquisitions of Latin American Library
Materials) IATUL (International Association of Technological
University Libraries)
TRAVEL: This money will be used to help support sending ISTEC
Librarians to the ISTEC General Assembly and to international conferences
when asked to give a presentation about ISTEC and Library Linkages.
TOTAL: $21,500 $12,500
The $21,500 figure is needed if we have to pay 100% of the salaries of
student workers.
The $12,500 figure is needed if we have workstudy students and we pay
25% of the salary and the US government through UNM pays 75% of the

LIBRARY LINKAGES INTERNATIONAL ORGANIZATIONAL ACTIVITIES I Recently
a professor from the UNM Medical School who does research in Africa
contacted me. A librarian in Nigeria, Africa, where this professor
does research visits, had heard of the ISTEC Library Linkages Programs
and had contacted the professor for more information. In addition to
providing library services through Digital Library Linkages, we have also been writing
papers and giving presentations about ISTEC and Library Linkages at
international conferences. Bel Santoro of UNICAMP and Harry LLull of
UNM have both given presentations at the 8th Seminario Nacional de
Bibliotecas Universitarias held at UNICAMP in 1994 and the 9th
Seminario Nacional de Bibliotecas Universitarias held in Curitiba,
Brasil in 1996. Bel and Harry collaborated on another presentation
for#9;the International Association of Technological University Libraries
(IATUL) at a meeting held in Irvine, California, in June 1996. Harry
gave a presentation at the Latin American and Caribbean Internet Foro
held in Lima, Perú, in April, 1995. Harry and Bel recently
submitted
an abstract to be considered for presentation at the International
Conference on Technology and Education (ICTE) to be held in Santa
Fé,
New Mexico, March 8-11, 1998. On October 24, 1997, Harry gave an
ISTEC and Library Linkages presentation at the fall conference of the
Council for Higher Education Computing Services held in Las Vegas, New
Mexico. In July, 1997, ISTEC and its Library Linkages Program became a
consortium member of the Seminar on the Acquisitions of Latin American
Library Materials (SALALM). SALALM is a very prestigious international
organization. However, they have very few science and technology
oriented members. SALALM was very pleased to have ISTEC join as a
consortium member and is very interested in learning more about ISTEC
and Library Linkages. As part of our membership, we send to all
Library Linkages sites the electronic list-serve discussion messages.
This is a closed list for members only. In this way, ISTEC Library
Linkages librarians our receiving international exposure. The
International Association of Technological University Libraries (IATUL)
has also approved our request to become a consortium member. I
expect to initiate membership for ISTEC starting January 1998. All
active Digital Library Linkages sites will have the IATUL paper newsletter mailed
to them. IATUL has a strong membership in Europe. They are very pleased
with our request as a consortium member since they have almost no
memberships from Latin America. This will give ISTEC Digital Library Linkages
librarians more exposure to the international science and technology
librarianship community. By giving presentations at international
meetings and becoming active as a consortium member of
international organizations, we are attempting to give ISTEC and
Library Linkages even more international exposure. I believe this type of
exposure will be very beneficial when we ask for funding from foundations
that support international library projects.
1998 LIBRARY LINKAGES GOALS AND PROPOSALS For the General Assembly
presentation, Harry LLull of UNM will be giving an overview report
for Library Linkages and Bel Santoro will be giving a report on the
MercoSul Conference and LigDoc Program in Brasil. Marco Galdos of PUC,
Perú, will be reporting on our discussions in Lima about our
1998
Library Linkages Goals. Some of the goals that came out of the
MercoSul conference include: 1) more interchange of documents
among all participants as has happened in Brasil with LigDoc 2)
keep the high quality of service and attempt to keep it available
to students and faculty at no cost 3) begin to access other
resources when UNM or other ISTEC sites do not have the articles
4)develop up-to-date lists of people working on Library Linkages
and the equipment and software needs of all of the sites 5)
develop marketing efforts at each participating site 6) develop a
current contents database of Latin American Science and Technology
Journals 7) access CD-ROM databases developed in Latin America 8)
continue with training of students and faculty as a high priority
9) develop a web based request form and address statistics and
copyright issues 10) initiate reference services among ISTEC
libraries 11) make recommendations on the implementation of RandeX
12) facilitate the exchange of grey literature among ISTEC members
13) evaluate plans for offering services to other universities
within member countries but not members of ISTEC 14) work closely
with ISTEC representatives at each university. I have two
proposals which would be appropriate for an industrial
sponsor. 1. NRC's Canada Institute for Scientific
& Technical
Information (CISTI): CISTI is one of the
major international delivery services for science technology
and medicine. We would like to open an account with CISTI at
the level of $5,000 - $10,000 for the Library Linkages Project.
ISTEC sites can search the CISTI electronic library catalog which
is the same system as Libros. Any item not available from UNM
or other ISTEC members could then be ordered from CISTI,
delivered to UNM-Digital Library Linkages and then forwarded to the requesting
ISTEC member. I recommend this approach because UNM-Digital Library Linkages
would be in a position to make sure the request did get to the
ISTEC member even if there are problems with the internet
between north America and south America. If we do this as a
consortium, we will get a discount on the cost of each
request. Those who use the service, would then reimburse the
fund as needed to make it permanent. 2. EPIC 3000, Ariel
compatible scanner and computer workstation: The EPIC 3000,
Minolta scanner is the latest technology in the field of
library scanners. It allows one to lay a book upward and the
machine scans it without any damage to the book. It also is able to
scan books that we are not able to scan with the normal desk
top scanner. The quote I have for this scanner is $15,000. This
scanner would be faster and more adaptable and will be needed if the
Library Linkages Project continues to grow in the future as it
has shown over the last 12 months.
