Bolivia in the Information Society,
Challenges and Opportunities

I. Antecedents
 
A. Article 2 of the Supreme Decree No. 26553
  (NATIONAL PRIORITY). Utilizing and taking advantage of New Information Communication Technologies (NITC) is hereby deemed a State Policy and a priority of national interest as a means to acquire and generate knowledge that serves to meet the Estrategia Boliviana para la Reducción de la Pobreza (the Bolivian Strategy for Poverty Reduction) and as a means to insert Bolivia into the New Information Society.
   
B. Article 3 of the Supreme Decree No. 26553
  (EXECUTIVE BODY). The Agencia para el Desarrollo de la Sociedad de la Información en Bolivia (Agency for the Development of the Bolivian Information Society), whose acronym will be ADSIB, is created as a decentralized entity under the Vice-President of the Republic with independent funding, administration, and technical capacity, subject to Law No, 1178-SAFCO. The functions of ADSIB are developed within the infrastructure of the Vice-presidency of the Republic.
   
C. ISTEC Initiative- Los Libertadores: “IT Challenge”
  The “IT Challenges” were developed as an ISTEC Initiative to create discussion forums that allow governments, educational institutions, the private sector, NGOs, multilateral organizations, and multinational institutions, to serve as promoters of economic, social, and cultural development and to identify, analyze, and advocate for science and technology policies and investment in the Iberoamerican region.
   
II. Event Objectives
  This event’s primary objective is to establish a permanent discussion forum, in real time, regarding the “Proyecto País: Bolivia-Digital (e-Bolivia) en la Sociedad de La Información, Desafíos y Oportunidades” (Proyecto Pais: Digital Bolivia (e-Bolivia) in the Information Society, Challenges and Opportunities”). This discussion will aim to identify replicable projects, with scale-up potential, that are economically viable and sustainable in different design and implementation stages at the community, municipal, and departmental level. The projects will function equally well in national, regional, and global environments that can contribute to e-Bolivia. The e-Bolivia project will be inclusive and participatory, based on strategic alliances (industrial, educational institutions, international organizations, NGOs, and governments) and open to society and its institutions, and will operate with transparency, effectiveness, and efficiency, allowing for an increase in the competitive productivity of the country.
