OUTLINE

Individual responsible must ensure their institution is a member
of ISTEC.

Membership fee must be paid for current year.
3.
Request Ariel software at http://www.rlg.org/ariel/ariprice.html
at established price, install on appropriate workstation with unique
IP address.
4.
Fill out the Link to Digital Library Linkages Application
Form
5.
Digital Library Linkages personnel at CSEL/UNM will contact you for testing and training.
6.
Begin electronic document delivery.

What
are the copyright implications for third-party suppliers of Electronic
articles?
ISTEC/Digital Library Linkages has only one third-party supplier for articles we
do not have in our own collections. That is the Canada Institute
for Science & Technology Information (CISTI) and we pay royalties
or copyright fees on items requested from them. When we copy from
our own library collections and send an electronic version to LIBRARY,
not an individual, in South America, we are protected by the Fair
Use Clause in the US. If the library in South America makes more
than one paper copy or forward the e-article to more than one library
user, they are contravening copyright laws. It is very important
to realize that articles sent electronically using the Ariel software
must only be sent between Libraries and this software has built
in copyright restrictions, such as that an item can only be printed
once and the memory buffer of the receiving machine clears itself
at regular intervals to ensure that electronic copies are not re-used.

How does the document delivery service of ISTEC work?
Essentially: the Science or Engineering faculty of the university
has to Join ISTEC and pay dues. Then the Library should be informed
and a library contact person should be identified. The library should
purchase Ariel software. See http://www.icfes.gov.co/ariel/
this person contacts Juan Larrañaga at larranag@istec.org
to set up an Ariel test. Then the system is in place and they can
order for FREE anything we have at the UNM Science & Engineering
Library, the Health Sciences and Business libraries, and some other
libraries in our area. If they want to get articles we do not have
from CISTI they will be invoiced at $15 per item once a month or
they can establish a prepaid account at ISTEC.
We
are currently working to make 25 science and technology databases
(to citations and abstracts, not full text) from Silver Platter
available for ISTEC members.
