About OAS - Fellowships
The Inter-American Agency for Cooperation and Development (IACD)
of the Organization of American States (OAS) administers one of
the hemisphere’s largest multinational fellowship and training programs.
Every year, the Agency provides several hundred fellowships for
graduate studies and research, scholarships for undergraduate studies
at universities through the region and awards for specialized, short-term
training at educational institutions and training centers in member
and observer states. For a brief history of the OAS fellowship programs

Origins and Development
Fellowship,
scholarship and training award programs are managed by the Division
of Human Development of the Department of Information Technology
for Human Development, Inter-American Agency for Cooperation and
Development. As one of its strategic objectives, the Agency has
implemented a multi-focused plan to increase fellowships and training
opportunities and to expand access to knowledge through greater
use of information technology. To this end, it is establishing a
broad-based consortium of universities to co-finance scholarships
and fellowships. Additionally, the Agency has established an educational
portal for e-learning. As an element of this portal, the Division
of Human Development manages a program of electronic fellowships
(e-fellowships) as a more cost-effective mechanism for expanding
fellowship and learning opportunities. The Agency also actively
seeks partnership with other agencies involved in the award and
financing of fellowships and mechanisms to facilitate access to
educational loans to supplement fellowship programs.

Under Graduate Scholarship Program
Special
Caribbean Fellowships
General
Information
The
Special Caribbean Fellowships Program (SPECAF) is an instrument
at the regional level for the financing of studies leading to a
Bachelor's degree at universities and other educational institutions
in OAS member States. Fellowships of one or two years are for qualified
candidates at the Junior or Senior level.
Objectives
To
meet specific needs of training and development of human resources
in the English-speaking Caribbean member States.
Specific
Requirements
Be a citizen or permanent resident of any of the English-speaking
Caribbean member States.
The applicant must gain unqualified admission to a college or
university at the junior or senior year. The candidate must make
the necessary contact to secure admission to the university or
study center. Where applicants are already enrolled at the university,
proof of registration is required.
Studies may be undertaken in any of the member States of the Organization
of American States, with the exception of the country of which
the candidate is a citizen or permanent resident.
Benefits
A SPECAF
fellowship provides some or all of the following benefits:
Round-trip air travel, economy class, from the point of residence
to the study site.
Monthly subsistence allowance which will vary according to the
country of study.
Tuition costs, when pertinent, paid directly to the study center.
A limited annual allowance for books and study materials.
Health insurance.
No
fellowship will be awarded retroactively, and no benefits will be
provided to the family of the fellowship holder.
Presentation
of Applications
The application form must be presented to the National Liaison Offices (ONEs)
of the applicant’s country of origin or permanent residence. The
ONE is the official channel identified by each government for
submission of applications for OAS fellowships. Applications are
processed at the national level by the ONEs and submitted to the
Division of Human Development at the Inter-American Agency for
Cooperation and Development (IACD) in Washington, D.C.
ONEs are requested to send the completed application forms to
the Division of Human Development by no later than the end of
March.
The deadline for presentation of applications to the National
Liaison Office (ONE) differs from country to country and should
therefore be confirmed with the ONE in the applicant's country
of origin or permanent residence.

Starting Date and Duration of the Fellowship
Fellowships
normally begin with the commencement of the academic year.
Fellowships
are granted initially for periods of up to twelve months. Fellowships
may be extended upon request for a second period not greater than
the initial period. No fellowship may be extended for a total fellowship
of more than two years.
Announcement
of Awards
Fellowship
awards are announced in late June. Candidates are advised directly
of the application results. Permanent Missions to the OAS, ONEs
and Offices of the General Secretariat in the respective countries
are also informed of awards.

Graduate Fellowship Program
Regular Training Program
General
Information
The Regular Training Program (PRA) is one of the instruments
of development cooperation of the Inter-American Agency for Cooperation
and Development (IACD). The fellowships are awarded to individuals
and not to institutions.
Objectives
The fundamental objective of the Regular Training Program is
to promote the economic, social, scientific and cultural development
of the member States in order to achieve a stronger bond and better
understanding among the peoples of the Americas through the advanced
training of its citizens in the priority areas requested by the
countries.
Types
of Fellowships
The
fellowships are awarded, with the exception of the medical sciences
and related areas, and introductory language studies, for:
advanced study at the graduate level; and
graduate research.
Specific
Requirements
Be a citizen or permanent resident of an OAS Member State.
The applicant must gain unqualified admission to a university
at the graduate level. The candidate must make the necessary contact
to secure admission to the university or study center. Where applicants
are already enrolled at the university, proof of registration
is required. In the case of research fellowships, candidates must
make the necessary contact to secure acceptance of the research
proposal and agreement for the use of facilities, where required.
Studies must be undertaken at an institution in a Member State
of the Organization of American States, with the exception of
the country of which the candidate is a citizen or permanent resident.

Horizontal
Cooperation Program for Fellowships and Training (CHBA)
General
Information
The
Horizontal Cooperation Program for Fellowships and Training (CHBA)
fellowships are for specialized courses given in educational centers
in the OAS member States with the collaboration of the General Secretariat,
within the framework of horizontal cooperation.
Objectives
The
specific objectives of this program can be summarized as follows:
Promote and strengthen individual and collective expertise in
developing countries in order for them to become self-sufficient
and apply autochthonous experiences in development in a way that
all parties benefit from them.
Strengthen the countries' ability to collectively identify and
analyze the main problems which arise in the process of development
in order to formulate necessary strategies to address those problems.
Increase the amount, improve the quality and achieve an optimum
use of technical cooperation resources.
Strengthen the existing technical expertise in the developing
countries, increase the efficiency of that expertise and create
new areas of expertise and opportunities.
The
name change in 1998 reflected a change in the objective of the CHBA
program to promote horizontal technical cooperation among all member
states, including the US and Canada. All courses offered for fellowships
under this program relate to the priorities established by the Inter-American
Council for Integral development (CIDI).
Types
of Courses
Under
the CHBA program, training awards are provided to more than 100
courses per year on topics related to the Inter-American Council
for Integral Development (CIDI) priority areas. These include:
Training courses regularly organized by the institutions.
Courses specially organized for the CHBA Program.
CHBA
fellowships are restricted to the courses specified by the countries
making the offer and approved by the IACD.

courses for which fellowships are available. Detailed individual
announcements for courses are published. Each announcement contains
the following information: the name and number of the course, objectives,
requirements, a brief description on the course, the country in
which the training is provided, dates, benefits and the deadline
for applications to reach the Division of Cooperation for Development
of Human Resources at the Inter-American Agency for Cooperation
and Development in Washington, DC.
The
course listings and individual announcements are distributed to
the OAS General Secretariat Offices in member States, Permanent
Missions of the member States, and the National
Liaison Offices (ONE).

all or the majority of the following benefits:

Inter-American Agency for Cooperation and Development normally provides
partial or full round-trip, economy class airfare from the point
of residence to the study site for selected courses.
The
individual course announcements specify what benefits are being

Special Training Program (PEC)
General
Information
Fellowships
for the Special Training Program (PEC) are offered to citizens or
permanent residents of the OAS member States to participate in specialized
courses that are offered by the Permanent Observer Countries of
the OAS.
The
Special Training Program, which began its activities in 1962 as
the Extra-Continental Training Program, has offered a number of
courses in various fields. The Permanent Observer Countries which
have to date participated actively in this program are Israel, Korea
and Spain but offers have also been received from Germany, Austria,
France, Italy, Portugal, Switzerland, Romania, Egypt, Japan, England,
Denmark, Holland, Belgium, Sweden, Greece, Chipre and Russia.
Objectives
The
PEC fellowships grew out of the need of the member states for additional
specialized training in the Permanent Observer Countries and their
training facilities. The main objective of the program is to strengthen
the institutions in the member states through the training of their
human resources in priority areas.

PEC fellowships are awarded for:
Courses regularly organized by the offering institutions.
Courses specially organized for the PEC Program.
PEC

Specialized
Courses of the Technical Areas (CEAT)
General
Information
The
Specialized Courses of the Technical Areas (CEAT) are carried out
and executed jointly with the Inter-American Commissions, Committees
and technical areas of the OAS General Secretariat.
Objective
The
main objective of the program is to strengthen the institutions
in the member states through specialized training of their human
resources. Training under the CEAT program is sponsored and organized
jointly with the technical areas of the General Secretariat.
Types
of Courses
The
CEAT fellowships are awarded for courses especially organized for
the OAS, based on specific study programs proposed by the General
Secretariat:
Telecommunications: The Inter-American Commission on Telecommunications
(CITEL) organizes several especialized courses throughout the
year. These courses take place in various OAS member states.
International Law: The OAS Department of International Law organizes
an annual course on International Law in Rio de Janeiro, Brazil.
This course is aimed at professionals in the fields of Law and/or
International Relations.
Romulo Gallegos Internship: Annually the OAS Inter-American Commission
on Human Rights (IACHR) sponsors several one-year internships
at its headquarters in Washington, DC. These paid internships
are intended for lawyers with demonstrated professional interest
in the field of human rights.
CIESPAL: The OAS Department of Public Information organizes an
annual course on media (radio, TV, written press) in Quito, Ecuador.
These courses are intended for Latin American and Caribbean journalists.

Preparation
of Applications
Applications
must be presented on the official Fellowship
Application Form (OAS Form 98) available in PDF format
Forms
are also available from the Offices of the General Secretariat in

Forms

Information is to be provided in a clear, concise and legible
fashion. (Use black ink if possible)
It is the responsibility of the applicant to ensure that the required
information and documents are provided. Failure to provide complete,
pertinent information shall result in rejection of the application.
The original and two photocopies of the completed application
form are to be submitted.
Necessary
Documentation
The
application must be accompanied by the following documents:
A copy of the diploma showing highest degree or professional qualification
attained and a copy of the related transcript, where applicable.
Medical certificate signed by a registered physician.
Certificate
of Language Proficiency for OAS Fellowships (OAS Form 342)
or some other acceptable form of certification where the language
of instruction is different from the applicant’s mother tongue.

PRA and SPECAF applicants must gain unqualified admission to the
college or university. For the application to be considered in
the final selection process, a letter of admission must reach
the Division of Human Development, IACD, by no later than May
24. Where applicants are already enrolled at the university, proof
of registration and original copies of latest transcripts are
required. In the case of PRA applications for research fellowships,
a document from the institution indicating agreement to the proposed
research is required.
Where the letter of admission is still pending at the time of
application for the fellowship, the application must be accompanied
by some document showing application to the university. Applicants
may list the names of up to three colleges or universities to
which they have applied.
PRA and SPECAF applications must be accompanied by two statements
of recommendation from persons who can provide the information
requested. Statements of recommendation are to be submitted on
the form provided at the link below.

6.
Student Loans
The
Leo S. Rowe Fund
The
purpose of the Leo S. Rowe Pan American Fund is to contribute to
the higher education of competent persons, who, upon completing
their studies in the United States, will be in position to give
their respective countries the benefit of their training.
The
Fund loans are of supplementary nature, without interest, repayable
within a term of, at most, fifty three months after completion of
the studies or research program for which the loan is granted. Because
of the supplementary nature of the loans, students may request them
to cover expenses directly related to their studies or emergencies,
not covered by their principal sources of financing.
To
qualify, students must be citizens of Latin American and Caribbean
countries who are members of the Organization of American States.
