ICCDCS 2017, the 10th edition of the International Caribbean Conference on Devices, Circuits and Systems is dedicated to the memory of Eugeni García, Ph.D., a great contributor to humanity in the field of electronics.
Eugeni García Moreno obtained the Telecommunications Engineer Degree from the Polytechnic University of Catalonia (UPC) in 1976 and the Ph D from the Université Paul Sabatier, Toulouse (France) in 1979. Between 1980 and 1991 he worked as Associate Professor in the Electronics Department of UPC. In 1991 he was a visiting professor in IMEC (Belgium). Since 1992 he was Full Professor in the Physics Department of the University of the Balearic Islands (UIB), leading the Electronic Technology Group. After some years, he managed to implement Telecommunication Engineering Degrees in UIB.
His research focused semiconductor device modelling, the study of radiation effects in semiconductor devices and CMOS circuits, the design of radiation sensors, and the test of integrated circuits. He made very important contributions in these fields. He developed or led the development of analytical and compact models for advanced semiconductor devices, including some of the first explicit DC/AC models for submicron MOSFETs. He was particularly involved in the study and identification of radiation effects in electronic and photonic devices and CMOS circuits, developing models of the dependence of device parameters with the radiation dose, and based on these results, he developed several generations of radiation sensors integrated in CMOS circuits. He authored or co-authored more than 40 journal papers about these topics.
He was IEEE EDS Member since 1991, and Senior Member since 2004. He was also an IEEE EDS Distinguished Lecturer during some years. He was awarded the “Honoris Causa” Doctorate by the Technical University of Cluj-Napoca, Romania.
He was an enthusiastic researcher and teacher, and very encouraging as a Ph.D. supervisor. Not only did he provide scientific supervision to his Ph.D. students, but he also trained them in research and professional leadership, which has been very useful for his former Ph.D. students. He was particularly involved in establishing research and training collaborations with Latin American groups, and he led two European Union funded “Alfa” projects for joint research between several Latin American and European teams.
But above all, he was an extremely kind and pleasant person, friend and colleague. We will remember him with fond memories. Our community will miss him a lot.

MANUSCRIPTS
Submit original, full manuscripts, following the Paper Format provided in “Instructions for Authors” on the conference’s webpage. All papers must be up-loaded using EasyChair, making sure the keywords indicate the corresponding Technical Area. Papers will be peer-reviewed by the Technical Program Committee. Accepted and registered papers will be published in the oficial Conference Proceedings, which will be distributed to all participants. These will be later distributed online through IEEE’s Xplore.

CONFERENCE LOCATION
The conference will be held on the island of Cozumel, in the Iberostar Hotel. Cozumel is well known for its reefs, which can be seen either snorkeling of scuba diving, as well as for its kind people, who greet tourists warmly.
